On February 19,
2024, under the auspices of Presidents Recep Tayyip Erdogan and İlham Aliyev, a
Memorandum of Understanding was signed between the Ministry of Science and
Education of the Republic of Azerbaijan and the Council of Higher Education of
the Republic of Türkiye (YÖK) on the establishment of Türkiye-Azerbaijan
University (TAU). On April 16, 2024, a Decree of the President of the Republic
of Azerbaijan was signed on the approval of the Memorandum of Understanding
between the Council of Higher Education of the Republic of Türkiye and the
Ministry of Science and Education of the Republic of Azerbaijan on the
establishment of the TAU. In accordance with the agreement concluded between
the YÖK and the Ministry of Science and Education of the Republic of
Azerbaijan, Türkiye-Azerbaijan University, established in Baku as a new
university model, is being established as an "umbrella university"
model.
The
"Memorandum of Understanding on Cooperation in the Field of Higher
Education between the Ministry of Education of the Republic of Azerbaijan and
the Council of Higher Education of the Republic of Türkiye" was signed in
Baku. This document laid the foundation for strategic cooperation in the field
of education between the two countries.

Presidential Decree on the Approval of the Memorandum of Understanding (MoU)
On April 16, 2024, a Decree of the
President of the Republic of Azerbaijan was signed approving the Memorandum of
Understanding between the Council of Higher Education of the Republic of
Türkiye and the Ministry of Science and Education of the Republic of Azerbaijan
regarding the establishment of Türkiye-Azerbaijan University. In accordance
with the agreement concluded between YÖK and the Ministry of Science and Education
of Azerbaijan, Türkiye-Azerbaijan University, established in Baku as a new
university model, is being set up based on the "umbrella university"
model.
Partner universities
Three leading universities
from Türkiye have been selected as academic partners of TAU: Middle East
Technical University (METU), Istanbul Technical University (ITU) and Hacettepe
University (HU). Azerbaijan Technical University (AzTU) has been
identified as the partner from Azerbaijan.
Educational programs
Considering the
professional staff needs in the country, internationally recognized programs
from 3 universities of Türkiye, have been involved in the teaching process.
Middle East
Technical University - Computer Engineering Program
Istanbul Technical University - Industrial Engineering Program
Hacettepe University - Food Engineering Program
It was decided
that students would be placed in universities according to their scores from
the exam conducted by the Azerbaijan State Examination Center; the minimum
passing scores for the Computer Engineering (30 places), Industrial Engineering
(30 places) and Food Engineering (30 places) programs were set at 550, 500 and
450 points respectively. It was decided that graduates would receive a diploma
of Azerbaijan Technical University bearing the phrase "Baku Campus"
from the relevant Turkish universities in addition to their university
diplomas. It was decided that the education of students would be conducted in
accordance with the existing academic procedures and principles of the relevant
universities and that the educational programs would be implemented by the
existing academic staff of the related universities. It was decided that the
university, where teaching is 100% in English, would provide English language
preparatory education by the METU School of Foreign Languages. The university,
located at 30, Xocalı Avenue, Khatai District, Baku, operates
in a four-story historical building. In addition to classrooms, the university
has six student laboratories (Physics, General Chemistry, Instrumental
Analysis, Microbiology, Food Technology and Basic Processes, Food Chemistry
Laboratories) with a capacity of 20 students each, and three computer
laboratories with a total capacity of 100 students.
