RULES AND REGULATIONS*

The medium of instruction at Türkiye – Azerbaijan University (TAU) is English. An English Proficiency Exam (EPE) is administered prior to the commencement of the academic year to determine whether the students’ proficiency in English is at a level that will enable them to follow and fulfil the requirements of their courses. Those who fail this exam or those who have not taken it have to attend the Division of Basic English at TAU. information, follow the link below:

Courses might be held online, face-to-face or hybrid in line with the decisions of University Senate. Division of Basic English reserves the right to make necessary changes if need be during the course of the academic year.
Students are informed via the e-mail address they provided to the University. Students are responsible for checking the e-mails sent by the Division.
This document has been submitted for approval and approved by the Division of Basic English Committee. Instructors and students are responsible for the rules and regulations outlined in this document.

GROUPS
At the beginning of each academic year, students are given the Placement Exam (OPE) and placed in their groups accordingly. Groups at the Division of Basic English and daily class hours are as follows.

 FIRST SEMESTER:
•          Students are placed in different groups according to the score they have achieved on the Placement Exam. When necessary, English Proficiency Exam scores can be taken into consideration.
•          Students from all groups may be transferred to another group after the first semester starts according to criteria specified in the tables below. Those eligible for an upper level sit a Transfer Exam on a date that is announced later.

ATTENDANCE
•          Attendance is obligatory at the Division of Basic English.
•          The instructors record attendance every class hour, and those who do not attend are marked absent for the hour they are not present in class. The instructor submits these attendance records to the Division of Basic English Coordinator on a regular basis.
•          For all kinds of classes, every student is responsible for keeping his/her own attendance records.

The unexcused absence limit per semester for each group is as below:

Some important points about attendance:
•          To take permission for special occasions (death, marriage, etc.), students need to apply to the Coordinator. Such permissions are granted if approved by the administration.
•          Students may attend debates, conferences, meetings, and other activities on campus during class hours within their unexcused absence limit.

MEDICAL REPORTS
•          Medical reports obtained from institutions must be submitted to the Coordinator within five days at the latest from the expiration date of the report.
•          Students are responsible for the follow up of their reports, and they can get information from the Coordinator as to whether or not their medical reports have been processed. Absent hours with medical reports will be deducted from the total number of absent hours at the end of the semester.
•          The total number of reports a student receives cannot exceed 10% of the total course hours in that semester (except for committee reports).
•          Students with a medical report cannot attend classes or take exams. If students attend the course or take exams despite having a medical report, they are required to cancel their reports. Otherwise, a disciplinary investigation will be initiated against them.

MID-TERM EXAMS
Mid-Terms are administered twice a semester.
The dates of the Mid-Term exams are announced on programs. Mid-Terms consist of listening comprehension, writing, reading comprehension, vocabulary, and grammar components. *
•          No classes are held on the day of the Mid-Term Exam.
•          Graded Midterm papers are archived after they are reviewed by students. Students examine their exams in the class hour they are given feedback by the instructor. During the examination, they discuss and resolve their objections, if any, with the instructor.
•          Students who do not take the Midterm Exam receive a "0" (zero) from the exam unless they have a valid medical report or a permission approved by the Administration.
*The Division of Basic English reserves the right to make changes to the content of the exams.

Make-Up Exams
•          Students with a valid medical report or a permission approved by the Administration are given a make-up exam on a previously announced date. (The student will be excused from class during the make-up exam hours.)
•          There is no make-up for a make-up exam.
•          Students are responsible for following the dates of make-up exams. The dates for these exams are announced via e-mail.

QUIZZES
The dates and contents of the quizzes are announced in the programs. Quizzes cannot be longer than one class hour.

Important points about Quizzes:
•          Quizzes are only given to students who are present in that particular class hour.
•          Students who arrive late to class cannot take the quiz.
•          Students who have a valid medical report will be excused.
•          There are no make-up exams for quizzes.

SPEAKING ASSESSMENT
•          Speaking assessment grade is given each semester by the instructor. Speaking is evaluated through activities. Details about these activities are specified in the program. These evaluations may include:
-           In-class activities,
-           A short individual presentation,
-           In-class group presentation,
-           and/or an exam.
•          If deemed necessary by the Coordinator, a make-up exam for the Speaking Assessment is conducted.

WRITING PORTFOLIO
Writing Portfolio Grade is given by the class instructor. Activities according to the needs of each level are held, and written products are assessed. Details about these activities are specified in the program. There are no make-up exams for writing assessment.

GENERAL RULES ABOUT EXAMS
The class instructor is responsible for conducting exams.
Dates and type of the exams are specified in the program for each group.
•          Mobile phones, smart watches, or tablets/computers cannot be used during the exam in the exam halls. Should the exam proctors see the need, they can collect such devices prior to the exam for that duration.
•          Instructors cannot be asked to give any explanations about the questions during an exam.
•          Helping in writing or orally during the exam, cheating or attempting to cheat, or stealing exam questions is a serious disciplinary offense. In any such case, it is up to the instructor to give an initial warning or not. In any such case, the instructor and the administration are entitled to give the student zero as an exam grade, deduct any grade that they deem appropriate and/or start disciplinary action.
•          Instructors are entitled to check the students’ ID cards before each exam, to make seating arrangements, to change the seating arrangement during an exam, and give instructions or warnings to ensure that the exam is administered properly. The instructor and the administration are entitled to annul an exam paper, deduct any grade that they deem appropriate, and/or start disciplinary action if a student fails to comply with the rules and instructions or refuses to co-operate.

PASSING / FAILING
To successfully complete the program at the Division of Basic English, students are required to attend classes without exceeding the absenteeism limit and have a certain Yearly Achievement Grade.

First Semester:		Rounding off: Exam grades are always rounded off to the nearest whole.   Example: 75,50 → 76         75,49 → 75   Averages and percentages are expressed in terms of thousandths, and then they are rounded off to the hundredths.   Example: 26,835 → 26,84                   26,834 → 26,83              4,366 → 4,37               4,364 → 4,36

English Proficiency Exam (EPE) during the year:

In order for the student to be considered successful in EPE II, the sum of the YAG percentage and the EPE grade percentage must be at least 59.5, depending on the group the student is enrolled in during the Spring semester. For the YAG percentage to be included in the grading, the student must score at least 52.5 in EPE II. The percentage distribution of YAG and EPE by groups is as follows:

 ENGLISH PROFICIENCY EXAM (EPE)
Students who get a minimum grade of 59.50 on this exam have the right to register for classes in their own departments.

SELF-ACCESS CENTER
At the center, students can find various English language materials (books, dictionaries, encyclopedias, various audio-visual materials, exam samples of previous years, etc.) and study on their own during their time outside of class. The website of this

INSTRUCTOR’S ABSENCE
•          If an instructor is absent for some reason, make-up classes are held. The dates and times of make-up classes are announced to students via e-mail.   

IMPORTANT ISSUES OF CONDUCT
•          Students must always keep in mind that they should treat their instructors and fellow students with respect.
•          Students must carry their Student ID cards on them at all times and show when asked.
•          The buildings and the environment should be kept clean, and school property should not be damaged. Students are required to pay for any such damage.
•          It is strictly forbidden to smoke inside the buildings and the designated no-smoking areas, to collect money from other students, to sell food, drinks, clothes or books, to put up posters or give out pamphlets without permission, to enter teachers' or workers' rooms or empty classrooms without permission, or to lend their ID cards to anyone else. Any breach of these rules may result in serious disciplinary action, including expulsion from the university.
•          Disturbing the peace or behaving in an inappropriate manner in class means denial of the right to learn and teach, in which case the student may be dismissed from class (they get “zero” on the exams given on that class hour) and be subject to disciplinary action.
